Paper cores can be made from heavy-duty thick cardboard for industries such as fabric and electrical, whereas for toilet paper or paper towels, the cores can be made from thinner, less durable cardboard or paper. Made from wood pulp fiber, paper cores can be combined with a variety of adhesives and laminates which give the core properties such as strength, water resistance, or heat resistance.  Made for a wide range of applications, paper cores come in virtually limitless combinations of diameter, thickness, and length. Cores are manufactured to provide a stable structure from the inside of a product roll. As opposed to many other paper tubes such as shipping tubes or postal tubes, which are fabricated to be an outer protective layer to objects, paper cores provide support from their exterior. As such, a core has to be able to withstand the pressure of the material which is to be wound around it.

Vietnam's paper industry in 2018, in terms of all four factors, has had a strong growth compared to 2017, setting the highest growth rate in Vietnam's paper industry history. Paper consumption reached 4,946 million tons, up 16.0%; production reached 3,674 million tons, up 31.0%; export reached 809,250 tons, up 63.0%; import reached 2,081 million tons, up 6.0%. Export of paper and finished products from paper reached a turnover of US $ 1,088 billion, up 50.0% compared to 2017. The import of paper and paper finished products reached US $ 2,674 billion, up 13, 8% compared to 2017.

The total consumption of paper for packaging in Vietnam in 2018 reached an output of 3,818 million tons, accounting for 77.2% of the total consumption of paper types, up 20.0% over the same period, the growth rate of the highest quality in Vietnam's paper industry history. In particular, consumption of uncoated packaging paper reached 3.17 million tons, accounting for 83.0%; chalkboard paper reached 648,400 tons (not including coated paper used for liquids such as milk, wine, juice), accounting for 17.0%.

Production of paper for packaging in 2018 reached an output of 3,046 million tons, accounting for 81.3% of the proportion of paper production, up 37.0% over the same period, setting the highest growth rate of production volume. In the history of Vietnam's paper industry, this increase in production mainly came from FDI enterprises such as Lee & Man, VinaKraft, Chanh Duong, and partly from Vietnamese enterprises.

It is expected that in 2020, surface and corrugated paper production will increase by about 900,000 + tons, mainly from the South, accounting for about 75% and the remaining 25% in the North.
