Administrative Order No. 2014-0012 entitled New Guidelines on the Management of Rabies Exposures: To provide new policy guidelines and procedure to ensure an effective and efficient management for eventual reduction if not elimination of human rabies. Administrative Order No. 2018-0013 entitled Revised Guidelines on the Management of Rabies Exposures: Ensure availability of anti-rabies vaccines to allow the use of Non-WHO Prequalified Rabies Vaccine but registered and approved by FDA only when there is shortage of vaccines. Joint Department Administrative Order No. 01 entitled Guidelines for Declaring Areas as Rabies-Free Zones: To provide the guidelines for declaring zones/areas as Rabies-Free by which the DA, DOH and other concerned institutions and agencies that will administer programs and activities on the control, prevention and elimination of Rabies.

On 12, November 2018, Lilongwe Society for the Protection and Care of Animals (LSPCA) vaccinated 37,881 dogs against rabies during the mass urban rabies vaccination campaign in Lilongwe. Lilongwe Society for the Protection and Care of Animals (LSPCA) is the partner of choice for the Lilongwe City Council and the Department of Animal Health and Livestock development to deliver the city-wide annual rabies campaign. On 26, March 2018, The Philippines’ Bureau of Animal Industry (BAI), all the city veterinarians in Metro Manila worked together to conduct mass vaccination of dogs and cats campaigning in all barangays of Caloocan City. However, both methods require that dog owners are aware of the vaccination programme dates and locations, and limited access to television, radio and newspapers in low-resource areas presents a challenge when informing the public about campaigns. With increasing mobile phone ownership, health authorities in Haiti are now turning to instant messaging to spread the word about rabies and dog vaccination campaigns. On 10 August 2018, Boehringer Ingelheim donated 75,000 doses of rabies vaccine to the Global Alliance for Rabies Control (GARC) in recognition of World Rabies Day, through SHOTS FOR GOOD initiative. The donated doses will support a mass dog vaccination campaign in Madagascar.

Modified Live Vaccines (MLV), is the immediate treatment after rabies exposure.

This prevents virus entry into the central nervous system, which results in imminent death. Live Attenuated Vector Vaccines are engineered by incorporation of a pathogen’s antigenic peptides into a harmless carrier virus or bacteria. Chimeric Vaccines are produced by substituting genes from the target pathogen for similar genes in a safe, but closely related organism. DNA Vaccines consist of a DNA plasmid encoding a viral gene that can be expressed inside cells of the animal to be immunized. Modified Live Vaccines (MLV) are typically derived from the naturally occurring pathogen, and are produced by: attenuation in cell culture, use of variants from other species, and development of temperature-sensitive mutants. Modified Live Vaccines are associated with the development of temporary seizures in both puppies and adult dogs of breeds or crossbreeds susceptible to immune-mediated diseases especially those involving hematologic or endocrine tissues such as immune-mediated/autoimmune hemolytic anemia, immune thyrombocytopenic purpura (ITP), a low platelet count  and autoimmune thyroiditis.  MLV vaccines are given in single doses or in combination doses, these vaccines are increasingly contributing to immune-mediated blood disease, bone marrow failure and organ dysfunction in animals. The side effect of modified live vaccines might hamper the growth of the global animal antirabies vaccine market. Modified Live Vaccines vaccines are given to pets with compromised immune systems, the animal is actually at risk of contracting a weakened form of the virus from the vaccine. The increasing allergic problems and immunological disease in companion animals. Dogs with pre-existing inhalant allergies to pollens.
